Rules & Forms is not presented as a document dump. Root connects each explanation to the role, deadline, form, acknowledgement, or decision it governs.
MSDSL is modeled as League with the operating role “League operator,” so the demo does not confuse association authority with league operation.

The public explanation, structured records, permissions, status, and next action are designed as one experience. MSDSL can prove the workflow in a pilot without pretending its incumbent systems vanish overnight.
